The Tri-State Transportation Campaign seeks to hire a federal advocate to manage its federal work and assess the needs and structure of a coordinated state-level transportation reform effort across the country.
The federal advocate will be a new, full-time, 18 month position, housed in our NYC office, starting immediately.
Position Goals
1. Strengthen TSTC’s ability to engage in federal advocacy and expand coalitions in New York, New Jersey and Connecticut;
2. Conduct an assessment to help advance state level transportation reform throughout the country. The assessment work will complement planned field campaigns in targeted states, coordinated with state partners.

Tasks
1. Coordinating and conducting outreach work in New York, New Jersey and Connecticut for our federal transportation campaign including expansion of the coalition in the three states; weekly conference calls with DC advocates; developing contacts and transportation “champions” in DC and district Congressional offices; conducting media outreach on key transportation issues; and writing about federal policy on TSTC’s blog, Mobilizing the Region.
2. Writing an assessment to investigate how a state level advocacy structure could work to ensure federal policy changes are realized at the state level. Through interviews with a variety of transportation, smart growth, and environmental advocates, organizations and funders, the assessment will build off initial information gathered by organizations participating in the ongoing state stimulus watchdog campaigns.
3. Writing a transportation reform “best practices” manual, using information gathered from assessment interviews.
4. Organizing a national conference in spring/summer 2010, convened jointly by national organizations and the Tri-State Transportation Campaign, to share the results of the assessment and outcomes of key state transportation reform campaigns, and to identify and agree upon strategic next steps.
Responsibilities require travel in/to NY, NJ, CT and DC primarily, with other possible destinations.
Qualifications
Masters in urban planning, environmental policy or related field preferred. Five + years of work experience required. The person must have a passion for environmental and transportation issues, be politically savvy and energetic, and have excellent analytical, research and writing skills. Campaign organizing and coalition building experience preferred.
