NY Special Election: The Candidates on Transportation

New Yorkers will head to the polls tomorrow in a special election for a Congressional seat and several State Assembly seats. Here’s a look at the role transportation has played in four of them.

[Update: The winners of the races below were Bob Turner in the 9th Congressional, Rafael Espinal in the 54th Assembly, Dan Quart in the 73rd Assembly, and Phil Goldfeder in the 23rd Assembly.]

9th Congressional District

Assemblyman David Weprin (Democratic, Working Families) faces retired businessman Bob Turner (Republican, Conservative) for the Congressional seat formerly held by Anthony Weiner. While the race has been defined by national and state issues such as support of Israel and same-sex marriage, transportation has also played a role.

In August, Turner attacked Weprin for his support of the “payroll mobility tax” which funds the MTA, saying Weprin was a “job killer.” Turner also said Weprin had supported the 2008 congestion pricing plan (which would have charged drivers to enter downtown Manhattan, reduced traffic, and created a new funding source for regional transit). But Weprin actually opposed congestion pricing, as a City Councilmember. Weprin reiterated his opposition to a congestion pricing plan earlier this year.

On his website, Turner says that the federal stimulus bill was “a colossal failure that only increased the national debt.”

54th State Assembly District (Brooklyn)

A three-way race has formed between Rafael Espinal (Democratic), Deidra Towns (the sister of Darryl Towns, who previously held the seat), and Jesus Gonzalez (Working Families).

Gonzalez has touted his work as a community organizer, including on the successful 2010 campaign to maintain free and discounted MetroCards for NYC public school students.

Towns, a nonprofit executive, says on her website that she will “fight hard to get our lines of public transportation restored and promote walking and biking throughout the district as a cost saving healthy alternative.”

Espinal, a staffer for City Councilmember Erik Dilan, told BushwickBK that the district’s biggest concerns were housing, drugs and crime, and “the conditions of our roads and public transportation.” He said that if elected he would seek a seat on the Education, Transportation, or Housing committees. (When asked the same question, neither Towns nor Gonzalez listed Transportation among the committees they would seek membership on.).

73rd State Assembly District (Manhattan)

Dan Quart (Democratic, Working Families) and Paul Niehaus (Republican) will vie for the seat formerly held by Jonathan Bing.

On his website, Quart notes his co-chairmanship of Manhattan Community Board 8’s Transportation Committee; he also writes that he “will work to restructure the MTA to ensure dedicated funding streams so our subways, buses and roads do not fall into disrepair.”

Niehaus has called for the repeal of the payroll mobility tax which funds the MTA. He writes on his website that “financial mismanagement and overtime abuse at the MTA have put reliable public transportation in grave danger,” and calls for an independent audit of the agency.

23rd Assembly District (Queens)

At a debate, Republican Jane Deacy and Democrat Phil Goldfeder both “opposed taxes to raise money for the Metropolitan Transit Authority, such as congestion pricing and the MTA payroll tax, [but] agree that the authority should provide better bus service in their area,” according to the Gotham Gazette. That race is for the seat formerly held by Audrey Pheffer.

Deacy, on her website, says she will work to eliminate the toll on the Cross Bay Bridge, which connects the Rockaways and Broad Channel.
