		<description>I&#039;m replying to Grant&#039;s concern about the grant stopping short at the city&#039;s limits.  Our target population is all the children who live in the Kingston City School District.  In the first two years we are focusing on just the City of Kingston, but with success of Complete Street policy there, we&#039;d like to expand our reach to the Town of Ulster in years 3 and 4 of the grant.  I agree that both Ulster and Albany Ave need to be a complete street, and we are currently including the entire school district in our walkability mapping project. In my personal experience growing up near Kingston, the real problem is not within the City of Kingston, but in the Town of Ulster, which contains the current de facto economic center of the city.  It is Ulster Avenue that needs to be a complete street.  If this grant stops at the city limits, it will fall far short of its potential to serve the children of Kingston.</description>
