Staten Island Road Widening Squeezes Out Reform in New NYSDOT Capital Plan

Last year, Gov. Paterson vetoed NYSDOT’s proposed five-year capital program, calling the $25.8 billion plan “unaffordable” given the state’s fiscal condition.
