RPA once referred to the commuter rail system as the &quot;sleeping giant&quot; of the NY metro area&#039;s transportation system due to all of the untapped potential contained within it. I&#039;m a frequent CityTicket user on weekends as it is a much easier ride from my place in the NW Bronx to midtown via Metro North than the subway.

If CityTicket is expanded, it should be the &quot;carrot&quot;, with some version of congestion pricing or bridge tolls functioning as the &quot;stick&quot; in order to be fully effective.</description>
