		<description>Would zone fares be practical so that short distance trips would cost less and fares would be more related to the cost of providing service?  Hamburg, Berlin and Munich have zone fares with subways (U-Bahns) and S-Bahns (commuter rail run like rapid transit) and tickets are good on all modes within the areas specified and times specified.</description>
