		<description>One of the questions that might be asked is do we price transport too low be it automobile or transit.  What is the justification for not having the upper middle class commuters pay at least the full operating cost of their ride?  Should New York City Transit have zone fares?  Would POP with zone fares be feasible in New York given that Hamburg, Berlin and Munich (all cities with standard subways and elevateds) all have them with barrier free entry to the platforms?  London&#039;s fares (also zoned) are higher than those in New York.</description>
